Ambasada Britanike në Prishtinë ka shprehur keqardhje për vendimin e Kuvendit të Kosovës rreth këtij emërimi.
Deputetët e Kuvendit muajin e kaluar kanë zgjedhur Shalën, i njohur në luftë me nofkën “Fytyra”, drejtor të sekretariatit ekzekutiv të Agjencisë.
Projekti i Mbështetjes së Ambasadës Britanike për Projektin e Rekrutimit Publik dy herë mbështeti procesin për rekrutimin e Shefit të Sekretariatit të Agjencisë Kosovare të Krahasimit dhe Verifikimit të Pronës (KPCVA). Procesi i parë u anulua nga Kuvendi. E dyta nga këto procese të rekrutimit, të kryera në mënyrë transparente dhe meritokratike, identifikuan vetëm një kandidat që plotësonte kriteret për emërim. Raportet e rekrutimit, të prodhuara nga partneri zbatues i projektit, u ndanë me të gjithë kryetarët e grupeve parlamentare në Kuvendin e Kosovës. Fatkeqësisht, javën e kaluar Kuvendi dështoi të zgjidhte kandidatin e vetëm të identifikuar si përmbushjen e kritereve për emërim dhe në vend të kësaj emëroi një kandidat i cili nuk u caktua sipas vlerësimit profesional”, thuhet në reagim.
Sipas Ambasadës, kjo është një shkelje e qartë e Memorandumit të Mirëkuptimit ndërmjet Ambasadës Britanike dhe Kuvendit të Kosovës.
DECISION OF ASSEMBLY OF KOSOVO TO APPOINT NASER SAHLA AS HEAD OF SECRETARIAT OF KOSOVO PROPERTY COMPARISON AND VERIFICATION AGENCY (KPCVA)
The British Embassy in Pristina regrets the decision of the Assembly of Kosovo to appoint Naser Shala as Head of the Secretariat of the Kosovo Property Comparison and Verification Agency (KPCVA).
The British Embassy’s Support to Public Recruitment project twice supported the process to recruit the Head of the Secretariat of the Kosovo Property Comparison and Verification Agency (KPCVA). The first process was annulled by the Assembly. The second of these recruitment processes, conducted in a transparent and meritocratic way, identified only one candidate who met the criteria for appointment. The recruitment reports, produced by the project implementing partner, were shared with all heads of parliamentary groups in the Assembly of Kosovo. Unfortunately, last week the Assembly failed to select the only candidate identified as meeting the criteria for appointment, and instead appointed a candidate who was not considered appointable according to professional assessment.
This is a clear violation of the Memorandum of Understanding between the British Embassy and the Assembly of Kosovo. It is the prerogative of Kosovo institutions to appoint suitable candidates from the lists of candidates who meet the criteria. However, in selecting a candidate who was not deemed appointable in this case, the institutions have shown not only a lack of commitment to the implementation of our joint project, but also, more importantly, a lack of commitment to the KPCVA’s mandate and work. The decision leads us to question whether the majority of the Kosovo Assembly has the political will to implement meritocratic appointments. As a result of this unfortunate decision, the British Ambassador has resigned from his position as the Head of the Board of the KPCVA. His letter of resignation has been sent to the EU Special Representative. He thanks the current leadership and staff of the KPCVA for their unwavering professionalism and dedication during his mandate on the board, and wishes them and the organisation every success in the future.
